External Databases banner relocated under phpMyAdmin button with high-visibility styling
New Feature
1- Drift Detector banner moved directly below the phpMyAdmin button so customers who notice databases visible in phpMyAdmin but missing from the panel see the explanation immediately.
Improvements
2- High-visibility styling: 2px warning border with animated 4-8px glow halo, pulsing warning icon, bold warning-color heading, solid warning-color CTA button.
- prefers-reduced-motion media query respected — animations disabled for users with motion sensitivity preference.
Bug Fix
1- All Adopt and Delete logic preserved unchanged — only the visual placement and emphasis changed.
