Login form respects new operator pre-fill setting; Security tab gets a toggle for it

2- Login page now reads the login_prefill_root public setting: when on (default), the username field shows root; when off, the field is empty — operators on multi-tenant panels can disable this so the admin username is not shown to customers
- Panel Settings > Security tab: added Pre-fill username toggle card at the bottom, with description explaining when to turn it off
