1- Corrects a packaging defect where the previously published 8.4.23 build actually contained 8.4.22 binaries; all bundled extensions are preserved.

1- Updated to PHP 8.4.25, applying upstream security fixes from the 8.4.23, 8.4.24 and 8.4.25 releases.
