Fixed USER/RESELLER 2FA self-service access and CloudFlare Sync Mail DNS permission
Bug Fix
1- Fixed two permission issues affecting non-ROOT accounts: (1) USER and RESELLER could not enable their own two-factor authentication (Access denied); personal 2FA is now self-service for every authenticated user. (2) The CloudFlare Sync Mail DNS action always failed with a permission error because its underlying permission was missing from the system; it is now a grantable permission, so users with CloudFlare access can sync mail DNS records.
