Security update for PHP 8.3, fixing a PHP-FPM denial-of-service issue and an OpenSSL extension memory-safety issue.
Buggfix
1- Corrects a packaging defect where the previously published 8.3.32 build actually contained 8.3.31 binaries; all bundled extensions (including ionCube compatibility, PECL redis, apcu, igbinary, imagick, memcache, mongodb, swoole) are preserved.

- Fixes CVE-2026-14355 (heap corruption in the OpenSSL extension).
