The VPS Manager cards measure real usage, so a full bar means the server is actually full.

VPS Manager: the memory and disk cards show what the VPS are using right now. The figure on top used to be what had been handed out to them, formatted like a usage reading, so a server whose pool was fully promised showed "49 GB / 49 GB" with a full bar while the pool actually held 7 GB. A full bar now means genuinely full.
What has been allocated to the VPS is still on the card, as text on the line below, because it is what decides whether another VPS fits — it is simply no longer on the bar, where it read as a warning.
Until the first live reading arrives the memory card keeps showing the allocation rather than claiming nothing is in use, and that bar never turns red.
Carried over from 4.5.375: the login screen no longer sits on "Starting your panel, please wait…" for up to a minute in a tab that was managing another server, and the live transfer-updates socket no longer reconnects without a session.
